Every iBudget provider lives by the rate table, and the state publishes it as a PDF. This page is the same official data — the rates effective July 1, 2026, as posted by APD — made searchable. Three things decide which number applies to you: the region (Palm Beach/Broward/Dade, Monroe, or everywhere else), the staffing ratio, and whether you bill as a solo provider or an agency (two or more employees, including the owner).
Transcribed from APD's official iBudget rates effective July 1, 2026. “Geographical” = Palm Beach, Broward & Dade; “Non-Geographical” = all other counties except Monroe. Always verify against APD's rate schedule before billing.
The thresholds that change your code
The table isn't just rates — it encodes billing rules. Life Skills Development 3 (ADT) and 4 (Prevocational) switch to the monthly rate at 80+ attendance hours in a month; Residential Habilitation switches monthly at 24+ days in a month. All Life Skills Development combined is capped at 56 hours per week. Personal Supports has daily quarter-hour maximums, Respite's quarter-hour and day codes are for individuals under 21, and Specialized Mental Health Counseling is limited to 8 quarter hours per week. Billing an expired or exhausted service authorization is still the fastest way to a denial, whatever the rate.
How Waiversoft uses these numbers
Rates only matter if your units are right. Waiversoft tracks each consumer's service authorizations and units against the shifts you actually deliver — with caregiver clock-in/out — and exports your delivered services as a billing-ready file, so what you bill matches what you documented. That's the gap where recoupments live.
Frequently asked questions
What is the current iBudget provider rate table?
The rates effective July 1, 2026. APD posted them as “iBudget Waiver Rate Changes Effective July 1, 2026” on its Provider Billing, Payments & Rates page (the document is dated August 26, 2026). They replace the table effective October 1, 2025. AHCA is amending Rule 59G-13.081, F.A.C., to incorporate the new “July 2026” table — it opened rulemaking on August 31, 2026. Beware stale copies: check the effective date printed on the document.
What's the difference between the solo rate and the agency rate?
Solo rates apply to an individual practitioner operating alone; agency rates apply to providers with two or more employees, including the owner. Agency rates are higher to reflect overhead — for example, Personal Supports 1:1 pays $5.75 per quarter hour solo and $6.13 agency in most counties.
Which counties get the 'geographical' rate?
The table defines three rate regions: 'Geographical' means Palm Beach, Broward, and Miami-Dade Counties; Monroe County has its own (generally highest) column; and 'Non-Geographical' covers every other Florida county.
When do the monthly rates apply instead of hourly or daily?
Life Skills Development 3 (ADT) and 4 (Prevocational) bill the monthly rate when the individual attends 80 or more hours in the month; Residential Habilitation bills monthly at 24 or more days in the month. Below those thresholds, the hourly/daily codes apply.
Did iBudget rates increase for 2026?
Yes, by about 1%, effective July 1, 2026. Florida's FY 2026-27 budget (HB 5001-E) funds a $22.8 million iBudget provider rate increase, applied as a uniform increase: Personal Supports 1:1 went from $5.69 to $5.75 per quarter hour (solo) and $6.07 to $6.13 (agency), and the Personal Supports day rate 1:1 from $185.23 to $187.08. APD posted the new rates on its billing page; AHCA's amendment to Rule 59G-13.081 to incorporate the July 2026 table was still at the rule-development stage as of October 27, 2026.
