Leonel co-owned and helped run a family-owned APD provider agency in Florida for six years. That meant living the parts of the iBudget waiver that never make it into the brochures: keeping every caregiver's screening and training current, keeping every consumer record complete, getting ready for reviews, and making sure what the agency billed matched what it documented — mostly with binders, spreadsheets, and reminders.
Waiversoft is the system he wanted that agency to have. It was built to solve the problems he dealt with every week and to take the paperwork out of running the business, so owners can spend their time on the people they serve. Leonel writes and reviews the articles in our Resources section.
How we write our resources
Our Resources articles explain the rules Florida iBudget providers work under — enrollment, training, EVV, documentation, reviews, and rates. Most of that information lives in state PDFs and rules that are hard to read, so we write it in plain language and point back to where it comes from. Every rule, deadline, and rate is checked against the primary source:
- The Florida Administrative Code — Chapters 65G-2, 65G-4, 65G-7, 65G-12 and 59G-13
- The iBudget Waiver Handbook and the CDC+ Handbook, as currently adopted
- APD provider advisories, APD's Quick Guide, and AHCA Medicaid notices
- Florida Statutes and the General Appropriations Act
- Qlarant's published review tools and operations manual
