Adult Day Training (Life Skills Development 3): the APD provider's guide

Adult Day Training (ADT) — Life Skills Development 3 — is training in self-help, socialization and adaptive skills in a non-residential setting, under an implementation plan tied to each person's support plan. It's agency-only, needs APD regional designation and a three-year ADT license under Rule 65G-2, is billed hourly or — at 80 or more hours in a month — at the monthly rate, and defaults to a 1:6–10 ratio unless the person qualifies for more support.

Generally people 22 and older or who graduated with a standard diploma; from 16 without a diploma only if the school system agrees to provide and pay for it. Activities must be meaningful and varied, in community-integrated settings or designated ADT centers that meet the federal home and community-based settings rule. Sheltered or contract work isn't allowed. Only behavior analysis, therapies and skilled nursing can happen at the same facility at the same time; Personal Supports can't be provided during ADT, and behavior assistant services only short-term for extreme behavior. All Life Skills Development combined is capped at 56 hours a week (2,064 hours a year for ADT).

The ADT license (Rule 65G-2.0074) lasts three years. The site can't be an occupied dwelling, storage unit or garage; the lease can't lapse during the license term; and the program needs fire inspection compliance, two toilets and two sinks per 50 people, an indoor temperature of 62–80°F, quarterly fire drills (records kept three years), transport records for 12 months, and an emergency plan updated yearly with staff trained within 30 days of hire.

The program director needs an associate's degree plus two years of experience (experience can substitute year for year), with a backup director who meets the same bar; supervisors need a diploma and a year of experience; direct staff are 18 or older. The owner or director is on site during operating hours. Where medication administration or emergency procedures are used, at least one staff member or half the staff — whichever is greater — is trained in both, and everyone completes 8 hours of in-service a year.

Qlarant checks the proof: for 1:1, the Local Review Committee chair's behavior analysis eligibility form reviewed at least yearly; for 1:3 and 1:5, the behavior plan or QSI evidence.

A daily attendance log with the person, provider, date and time period — the time period is mandatory for ADT — plus the implementation plan (within 30 days), quarterly summaries with the third as the annual report, and staffing schedules and payroll that show the ratios. Documentation time isn't billable, and ADT isn't an EVV service. Attendance must be at least 30 minutes to bill; monthly totals round down at 30 minutes or less and up at 31 or more. Transportation is billed separately only when authorized and you're enrolled for it; transport time can never be billed as ADT.

The LSD 3 tool (version 6, July 2026) has 16 standards: attendance logs against claims (and the 80-hour rule for monthly billing), the implementation plan's timing, contents, delivery and use, summaries and the annual report, authorizations at the right rate and ratio, proof for any ratio below 1:6–10, billing compliance (area rate, no transport time, diploma proof for anyone under 22, a settings-rule-compliant site, the 56-hour cap), no billing before service, and four person-centered standards — choices, rights, physical and behavioral health. The September 2026 checklist asks for attendance logs, implementation plans with proof they're followed, support plans, ratio approvals, summaries and the annual report.

Prevocational services share ADT's ratios, hourly and monthly rates, billing, staff and training rules. The differences: it's time-limited to 36 months in total, requires employment goals in the support plan, starts at 22 or when school ends, caps at 1,560 hours a year, is reviewed at least yearly, and includes an annual orientation on supported and competitive employment — which Qlarant's LSD 4 tool checks as its own standard.
